PRAYERS 

Tribute was paid to the memory of the Honourable Lucien Lamoureux, P.C., former Speaker of the House of Commons, whose death occurred July 16, 1998.

Presentation of Reports From Standing or Special Committees

The Honourable Senator LeBreton, for the Honourable Senator Murray, P.C., Chair of the Standing Senate Committee on Social Affairs, Science and Technology, presented its Twelfth Report (budget-study on the dimensions of social cohesion in Canada).

Ordered, That the Report be printed as an Appendix to the Journals of the Senate of this day and form part of the permanent records of this House.

The Honourable Senator LeBreton moved, seconded by the Honourable Senator Nolin, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The question being put on the motion, it was adopted. The Honourable Senator Tkachuk, Deputy Chair of the Standing Senate Committee on Banking, Trade and Commerce, tabled its Fifteenth Report (Interim) entitled: "Comparative Study of Financial Regulatory Regimes".-Sessional Paper No. 1/36-794S.

ANSWERS TO WRITTEN QUESTIONS

Pursuant to Rule 25(2), the Honourable Senator Carstairs tabled the following:

Reply to Question No 124, dated June 15, 1998, appearing on the Order Paper in the name of the Honourable Senator Forrestall, respecting the Canadian Forces APC fleet.-Sessional Paper No. 1/36-795S.

With leave, The Senate reverted to Presentation of Reports From Standing or Special Committees. The Honourable Senator Tkachuk moved, seconded by the Honourable Senator Nolin, that the Fifteenth Report (Interim) of the Standing Senate Committee on Banking, Trade and Commerce, tabled earlier this day, be placed on the Orders of the Day for consideration at the next sitting.

The question being put on the motion, it was adopted.

Reports of Committees

Consideration of the Twenty-fifth Report of the Standing Committee on Internal Economy, Budgets and Administration (Senate Supplementary Estimates 1998-99), presented in the Senate on September 30, 1998.

The Honourable Senator Nolin moved, seconded by the Honourable Senator LeBreton, that the Report be adopted.

After debate, The question being put on the motion, it was adopted. Orders No. 2 to 4 were called and postponed until the next sitting. Order No. 5 was called and pursuant to Rule 27(3) was dropped from the Order Paper.

Other

Orders No. 45, 1 (motions), 39, 35, 15, 27, 23, 32, 34 and 37 (inquiries) were called and postponed until the next sitting.

INQUIRIES

The Honourable Senator Roche called the attention of the Senate to the Political State of Alberta within Canada.

After debate, The Honourable Senator Kinsella moved, seconded by the Honourable Senator Stratton, that further debate on the inquiry be adjourned until the next sitting.

The question being put on the motion, it was adopted.

MOTIONS

The Honourable Senator Kinsella moved, seconded by the Honourable Senator Gustafson:

That the Report of the Privacy Commissioner for the period ended March 31, 1998, tabled in the Senate on Tuesday, September 29, 1998, be referred to a Committee of the Whole for the purpose of hearing witnesses and making a report; and

That the Committee report no later than February 15, 1999.

After debate, The Honourable Senator Carstairs moved, seconded by the Honourable Senator Maloney, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Legal and Constitutional Affairs

The names of the Honourable Senators Pépin, Buchanan, Balfour and Eyton substituted for those of the Honourable Senators Grafstein, Bolduc, Kinsella and Lavoie-Roux (September 30).

Standing Senate Committee on Banking, Trade and Commerce

The name of the Honourable Senator Joyal substituted for that of the Honourable Senator Kirby (October 1).

Standing Senate Committee on Transport and Communications

The name of the Honourable Senator Maheu substituted for that of the Honourable Senator Rompkey (October 1).
